Twin Police Suicides Rock Haryana: Corruption Charges, Harassment Allegations, and Political Fallout

The Haryana Police force is reeling from a wave of unprecedented controversy following the deaths of senior IPS officer Y Puran Kumar and ASI Sandeep Kumar, whose suicides have not only shaken the state’s law enforcement apparatus but have also triggered fresh allegations of harassment, caste-based discrimination, and systemic corruption.

Postmortem Confirms Suicide, Alleges Severe Internal Injury

The initial postmortem report from PGIMER, Chandigarh, handed to the Special Investigation Team (SIT), confirmed that Y Puran Kumar died by suicide, with fatal damage to internal organs caused by a gunshot wound. Kumar’s family had initially withheld consent for the postmortem, but agreed days later following assurances of an impartial probe. His last rites were performed in Chandigarh with full police honors, attended by family, political leaders, and fellow officers.

Explosive Suicide Note and Administrative Upheaval

A suicide note recovered at the IPS officer’s residence implicated several top Haryana police administrators—including former DGP Shatrujeet Kapoor, who has since been sent on extended leave. Kumar, recently posted as Inspector General of Police Training at Sunaria, reportedly alleged harassment, humiliation, and caste discrimination by senior colleagues, naming up to 16 IAS and IPS officers in his final note.

The case took a further dramatic turn when, days later, ASI Sandeep Kumar—connected to the investigation into a bribery case involving Kumar and his personal security officer—allegedly shot himself dead in a relative’s field near Rohtak. Sandeep left behind a note and a video message, leveling corruption charges against the late Puran Kumar and referring to incidents of “family dishonour,” while also targeting Kumar’s IAS officer wife, Amneet P Kumar, for alleged wrongdoing.​​

Political and Institutional Fallout

The deaths have unleashed significant political reverberations. The opposition has accused the BJP government of failing to protect whistleblowers and Dalit officers, while protests have called for high-level accountability and independent investigations. The Haryana government has replaced Rohtak’s Superintendent of Police, and the FIR in Puran Kumar’s case now includes provisions under the SC/ST (Prevention of Atrocities) Act following his wife’s application.

A six-member SIT, led by Chandigarh IG Pushpendra Kumar, is currently probing both deaths. Investigators await digital forensic results to confirm the authenticity of Kumar’s suicide note, which may have been sent via email from his official laptop.

Corruption, Caste Bias, and a Crisis of Trust

These cases have thrown fresh scrutiny on the Haryana Police’s internal culture and the deep-seated issues of corruption, political interference, and caste-based discrimination.
